W.VA. SECRETARY OF STATE MAC WARNER WHEELING — The late U.S. Sen. Jennings Randolph always believed “if you’re old enough to fight (in war), you’re old enough to vote.” It took him 11 tries and nearly 30 years, but Randolph, D-West Virginia, finally was successful in passing the 26th Amendment in 1972 — which lowered the federal voting age to 18 as young soldiers were being called to duty in Vietnam.
